    Proposals for opening greater access to tennis courts

    Proposals for introducing new technology to make it easier for the community to use the tennis courts on the Recreation Ground will be discussed at the Parish Council’s Wellbeing, Recreation & Leisure Committee on Monday 6 February.

    At the meeting, Councillors will be deciding whether or not to push ahead with a tennis club suggestion for introducing online court booking and payment, and an automated court access system with entry via a key pad.

    Other items on the agenda include a request for investment in ‘Cushionfall top up’ for the Rec Play Area, and proposals for a workshop to discuss the priorities and requirements of the Rec.

    Parish Council to draw on reserves to keep services running  

    Histon & Impington Parish Council will be bucking the trend and capping its Council Tax increase at just 2.86% for 2023/4.

    Despite costs that are estimated to rise by around 14 per cent, this increase has been set at marginally less than last year’s 3%. It will amount to an extra £3.33 for a Band D household and will mean the Parish Council can raise an estimated £411,744 to spend next year. This move is likely to mean dipping into reserves to the tune of around £46,000.

    Parish Council Chair Denis Payne explained: “The Council is well aware of the money pressures on everyone and is able to take money from general reserves to help this year. We plan to do the same over the next few years as well, taking our reserves down to a lower, but still safe, level.

    “There may be a bigger increase at the end of this in three or four years, but hopefully by then everyone will be in a better financial position and inflation will be under control.”

    New charge to pay for buses

    The move puts the Parish Council out of step with the other public bodies that benefit from residents’ Council Tax payments.

    The revenue from this tax has historically been shared by the County, District and Parish Councils, as well as police and fire services. But for the first time this year, Cambridgeshire and Peterborough Combined Authority (CPCA) are making a claim on residents.

    Regional Mayor Nik Johnson has proposed a brand new charge that will embed £12 into the 2023/4 bills for Band D homes.

    The new CPCA charge will be ringfenced for passenger transport services in the area, and in particular, to support bus services that were withdrawn by Stagecoach at short notice last year. Contracts were hastily negotiated with other bus companies, but this left a £3.5m gap in the budget.

    Jon Alsop, CPCA’s Chief Finance Officer, explained: “The cost of the new services is considerably higher than those they replace, reflecting the substantial increase in fuel, energy and driver costs that are facing the public transport industry at large. This pressure is expected to continue into the new year…”

    In balancing their budget, he rejected making cuts to existing Combined Authority commitments or using one-off reserves, saying: “both these responses are inherently short term – they would provide funding in 2023-24 but do nothing to enable the Combined Authority to continue those services in 2024-25 and beyond.”

    Other increases

    While final decisions are yet to be voted on at Cambridgeshire County Council, the indications are that the cash-strapped County Council is, like last year, likely to add a further 4.99% to its bill, amounting to around £73 extra for a Band D property.

    Cambridgeshire’s Police and Crime Commissioner has consulted on increasing the policing element of Council Tax by 5.8% – up from 4% last year. This would mean an additional annual charge of £14.94 for a Band D property.

    Cambridgeshire and Peterborough Fire Authority is proposing 6.6% rise – compared with just 2% last year – adding a further £4.95 a year for Band D properties.

    Council to vote on new powers for residents

    Members of the community who want the Parish Council to consider a new idea, take action on a suggestion, or tackle a problem or concern, could get the chance to make their case in person in future.

    As things stand, residents aren’t allowed to speak at a Council meeting unless the matter they want to raise is on a meeting agenda – an agenda which is set by the Council. But a proposal to change to a rule that governs how the village’s Council meetings are conducted would give Histon & Impington residents the right to speak formally at meetings and have their position recorded in the minutes.

    This proposed amendment to the rules – which are known as ‘standing orders’ – is being put forward by Chair Denis Payne. If endorsed by Councillors, this would bring the village into line with other Councils, including South Cambridgeshire District Council.

    Denis told HI HUB: “Members of the public can already make representations, answer questions and give evidence at Council meetings, but only if this relates to an item that is on the agenda set by Councillors. By removing this restriction I hope we can improve community engagement and respond more effectively to the people who elected us.

    “If agreed, this would allow residents to ask questions or raise topics at the start of meetings. It’s a small change – but an important one as currently there is no means for the public to formally raise an issue or concern with the Council.”

    This proposal will be made at the next meeting of the full Histon &Impington Parish Council on 16 January, but however Councillors vote on this, the rules will remain as before for this meeting.

    Money month

    Other key decisions to be taken at the meeting will relate to income and expenditure for 2023/4. The Finance and Governance Committee is proposing a 2.86% increase in the element of Council Tax that can be spent by the Parish Council. This would mean residents in Band D properties paying £123.27 for direct use by the village in 2023/4, compared with £119.94 this year.

    Other items on the agenda include HI Friends request for £17,500 towards the cost of the Wellbeing Team. Connections Bus Youth Work is also asking the council to consider funding request for £25,575 for youth work provision in the village.

  • Biodiversity Workshop

    Histon and Impington Parish Council is holding a talk about biodiveristy in the village on Wednesday 2nd November from 7.45pm at the Recreation Ground Community Room.

    The Parish Council would love your views on sites for biodiversity improvements. Such as no-mow verges, wildflower meadows, wetlands, community gardens and more.  Everyone very welcome, whether you are a wildlife enthusiast or just keen to know what this is all about.

  • Histon and Impington Annual Parish Meetings

    Monday 9th May, 7pm, Community Room, Histon & Impington Recreation Ground. The Annual Parish Meeting is an opportunity for you to ask questions that concern you about life in our villages.

    The Annual Parish Meetings for both Histon Parish and Impington Parish will be held concurrently and convened by Denis Payne, Chairman of Histon & Impington Parish Council. Guest Speakers at this meeting include: Histon & Impington Green Spaces, Histon & Impington Skatepark Project and Community Land Trust (CLT)

  • Christmas Tree Chipping

    Christmas tree chipping will take place on Sunday 8th January 2023 at 8am. Trees for chipping should be left on the triangle of land near Villa Road and on the Green. They should not be left earlier than Saturday 7th January or left on the sites after this date.

  • Operational Team – Parish Council

    The closing date for applications has been extended to Friday 20th March.

    Histon & Impington Parish Council are looking for an Assistant Parish Ranger and an Assistant Parish Groundperson as part of their Operational Team. The Operational Team works to keep our village clean, safe and tidy, as well as maintaining and improving sporting and recreational facilities.

    The two roles are 15 hours per week or could be combined into a 30 hour per week post. The Parish Council is flexible depending on applicants. The salary is £9.58 per hour.
